In the short term that Hitler was a power hungry lunatic. Long term: The various conflict that had been cocking since decades before WW I were not resolved by WW I. In truth it was more or less one war with a short pause. The reason for this lies also in the peace treaties after WW I that compared to what was done after WW II were just plain stupid. The peace treaties did not offer Germany (and the other loosers) a propper way out as the treaties after WW II did. Germany had abolished the monarchy and now was a democraty yet the new gouverment was made responsible for everything the emperor did. They had to pay lots and lots of money and were given little power in germany itself.
