What can I do to keep a good employee from leaving DOTD when he/she has a bonafide job offer from outside the agency?

When a permanent employee, whose services are considered essential to DOTD by his/her appointing authority, receives a bonafide job offer from a private or non-state public entity (not from another state agency), the appointing authority may request through proper channels that the employee be granted up to a 10% increase in base pay (not to exceed range maximum) to match the written, verified salary offer. See PPM 52 for details.
