You would have to stand in line for a long time to get a visa to exit the airport. There is plenty of shopping there, a Starbucks and a few restaurants, but not much to do in the immediate vicinity of the airport. If you are able to get a visa and wish to go out into Kuwait City, you can get a taxi and go to the Avenues which is a huge shopping mall and reasonably close to the airport. Keep in mind that you will have to get a taxi back in time to get through customs and get back on the plane. You will not likely get killed or run into any Iraqis while in the airport.
