What can be done about a neighbor who has numerous animals and/or does not keep their enclosures clean?
(a) It shall be unlawful to keep any animal in such a manner so as to disturb the peace, comfort or health of any person residing within the city. Any person violating any provisions of this chapter shall be guilty of a class one misdemeanor. Alternatively, the city may enforce this chapter by imposing civil penalties not to exceed the maximum fine of $2,500.00 For a class one misdemeanor. (b) It shall be unlawful to keep any animal in such condition that any offensive, disagreeable or noxious smell or odor shall arise therefrom to the injury, annoyance or inconvenience of any inhabitant of the neighborhood thereof. (c) The keeping of all animals within the city is subject to all pertinent regulations of the city, county and the state. (e) The premises upon which animals, livestock and poultry are kept shall always be sanitary and subject to inspection and regulation by the enforcement agent.
