What budgets were frozen in 2009-10 as a result of the budget freeze?
In 2009-10, IUSD implemented a freeze on spending that was deemed not critical to the district’s daily operations or the health and safety of children. Hiring was considered on a case-by-case basis. In addition, some mandated programs were unable to be frozen. And programs funded by federal and state grants that cannot be used for other purposes – in other words, programs that require districts to “use it or lose it” – continued to receive dollars.
