What bitrates can TwinVQ handle?

TwinVQ uses a totally different encoding/decoding method than mp3, thus enabling lower bit rates to be of equal or greater quality than 128kbps mp3’s. To give it to you straight, TwinVQ’s encoded at 96kbps sound at least as good as mp3’s at 128kbps. I have even heard stories of 96kpbs TwinVQ’s surpassing 256kbps (not a common bitrate) mp3’s in quality. What bit rate should I encode at?
