Don’t know if you’ve tried these, but a few American and Canadian breweries produce Belgian-style beers that are less expensive and in many cases just as good as the real thing. Check out beers from Allagash, Ommegang and Unibroue in particular. If you’re interested in branching out beyond Belgians, you can usually get good value on beers from Lagunitas. They’re almost all high-ABV, very tasty and below-average in price, but they’re mostly pale ales and IPAs, which might not necessarily be your thing. Rogue and Stone also have pretty good lines of strong beers that won’t break the bank. I’d advise you not to get too caught up in ABV figures though. There are a lot of good beers below the 6% line just as there are a lot of good beers above it. If you want something affordable, check out your local microbrews and see if you can find something you enjoy.
