What assessment of Franklin Townships resources, character, and population was made?
Franklin Township covers somewhat over 35 square miles, with a population of 3485, per the 2000 census. The population grew by 26.9 % in ten years-by far the fastest growing township in Wayne County. The State of Ohio owns about 3400 acres of wetlands in the Killbuck bottoms, and owns substantial additional acreage used for agricultural research and teaching. Except for the “package plant” at a juvenile attention center, there is not a single sanitary sewer system in Franklin. There are no public water systems. A short segment of rail line is located in Franklin Township; but is in the bottoms, and therefore cannot support siding activity. The only villages, Moreland and Guerne, are unincorporated. Moreland has a church, the township facilities, and a few small businesses. Guerne has several commercial establishments. The Township’s state highway, SR 83, is bordered by houses or farms, with little or no commercial or industrial enterprise other than Moreland. U.S. 250’s short segment h
