What areas of the donation application are the most difficult and why?
The most difficult areas are the Business/Financial Plan and the Environmental Plan. The Business/Financial Plan is difficult because it costs millions of dollars to obtain, and convert and maintain these vessels as museums/memorials. Locating a permanent display site can also be difficult because of political, real estate and environmental concerns. The Environmental Plan is challenging because of the coordination required among various agencies to address all the required elements and the fact that many of the environmental requirements (dredging, PCB management, etc) have the potential to be major cost drivers for the Business/Financial Plan.
