What are Visually Impaired Persons (VIPs) defined as?
• Persons who are blind or who have an impairment of visual function which cannot be improved by the use of corrective lenses • Persons who are unable, through physical disability, to hold or manipulate a book or focus or move their eyes to the extent that would normally be acceptable for reading • The definition does not encompass people with perceptual or cognitive disabilities, such as dyslexia, or those with hearing impairments
