These white specs are euonymus scale. Scale are insects that suck sap from the plant resulting in poor growth, branch dieback and death of the plant. Scale insects can be difficult to control and proper timing of spray applications is critical. There are two generations each year of euonymus scale. The spring generation is treated in mid and late May. The summer generation is treated in early and mid August. There are various insecticides labeled for use on euonymus.
