All teachers who are teaching a course with an NCLB Core Course Indicator and Instructional Level of E (Elementary) or S (Secondary)and using a Course Group State code with a NCLB Core flag of Y (see Valid Code Combinations , Course Group Master Combos) are subject to HQT reporting, with the exceptions cited in the previous question above.
