The only effective clean for a shell and tube is a chemical clean. Some you can open up and power clean the tube bundle and the shell side but others are sealed. It depends on what type you have but if you don’t want to be pulling it apart simple circulate the appropriate chemical cleaner through both sides of the exchanger. Be careful to use what ever the manufacturer recommends which will depend on what the process is being used for. Unless you are in a processing plant I assume you are talking about a hot water system which will be pushing steam through the shell side and water through the tubes or vica versa and you are trying to remove scale build up or similar. There are some good anti scale chemicals available on the market which can be used safely.
