The City certified an Environmental Impact Report (EIR) for the TOD Strategy. The EIR includes a traffic analysis which identifies specific impacts to local streets, many of which provide access to I-580. When impacts were identified, the City either proposed mitigation measures or adopted a statement of overriding considerations.
