Nothing, they are hollow shells. You will need to provide your own filling. There are many options including water balloons, nylons filled with rice, silicone breasts, etc. Believe it or not, I just use chunks of foam with some Fredericks of Hollywood foam breast enhancers on top. Total cost: $3.
