A. The three types of ballot measures are initiatives, referenda, and recall. These measures are used at the state level if the state constitution has adopted the initiative process, and, similarly, at the city level, if so provided in the city’s charter. There are no national initiatives or referenda because, under the U.S. Constitution, only Congress may enact laws.
