In Phase I, applicants submit information that will allow the Government to do two things. First, provide an estimate of the total quantity of reductions that could be eligible for an allocation from the early action budget and second, to gather the information needed to develop the guidance for Phase II. In Phase II, applicants complete their final submission, have it verified and submit to Environment Canada. The submissions are reviewed and applicants are informed of the outcome. In Phase III, the early action credits are allocated.
