Transfer of credit is the domain of the receiving college and not the state. There are no laws requiring any college to accept credit from any other college. The rules you are looking for will be in the graduate catalog of the school you’re attending. Most reputable graduate schools limit transfer of graduate credit severely. Most limit to 6-9 hours though I’ve seen a couple around 15. There are some programs that allow a sequential admission. That is, if you already have a master’s degree then you need only complete the core requirements of the new master’s and the old master’s becomes the electives for that degree. Even then, master’s degrees don’t usually have a lot of elective freedom. Pull the catalog you entered with and look at the degree requirements for your degree. Check off each that you’ve completed.
