Mouth rot, or Advanced Stomatitis symptoms are usually a whiteish cheeselike substance on the gum line, it can also be accompanied by excessive mucous in the mouth (usually from fliud coming up from the trachea and can often be caused by pneumonia. Keep in mind that a normal snakes mouth should be pale pink in colour, free from red spots, excessive mucous, crust etc. If you are talking about snakes, the mouth should ALWAYS be checked thoroughly before buying an animal. Use a rubber spatula or something similar to keep the snakes mouth open. If you suspect their IS a problem, see the vet immediately. Quite often they will prescribe a course of antibiotics, but some have been ordering topical products and even human opthalmic drops have been used on snakes. Best of luck mate.
