The Subscriber Line Charge (SLC) and Federal Universal Charge (FUSC) are FCC mandated charges where the SLC recovers a portion of the ILECs non-traffic sensitive local loop costs and the FUSC recovers the Telephone Companys contribution to the various federal universal service funds. GTA is obligated to collect these charges under FCC rules and the monies received are pooled with all other local telephone companies. GTA does not receive any additional revenues as a result of this charge, nor is it an increase in local rates. The SLC and FUSC charges are subject to change based on FCC requirements. The Gross Receipts Tax (GRT) is a tax mandated by the Government of Guam. Likewise, the GRT is not revenue to GTA.
