What are the strengths and opportunities of the CEL Model?
Edward Schein (1992) observed that the learning culture must be built on the assumption that communication and information are central to organizational well-being and must therefore create a multichannel communication system that allows everyone to connect to everyone else . The CEL Model elaborately interconnects every employee in the district with their created, developed and owned vision of school reform. It presumes that effective leadership is the key for delivery of this interconnection and provides the format and process for genuine interpersonal sharing. The CEL Model encourages the formation, development and maintenance of strong interpersonal relationships within the school district community. Everyone has a voice and is encouraged to express his/her viewpoint, as well as share his/her expertise and craft knowledge.
