What are the steps proposed by McKinsey to implement its recommendations?

The groundwork for implementing these recommendations can begin right away. In fact, under current law CALPADS will be on line in 2009-10 and CALTIDES will be fully operational by 2011. Meanwhile, the state can improve these systems by taking steps to ensure that the data collected is high-quality and accurate. Next, California should continue to enhance the quality, and increase the accessibility and use of K-12 data collected by the two systems. The next step in the process is to expand the uses of data by developing systems to encourage collaboration; improve recruitment of teachers and administrators; and provide standard ways to evaluate local, state, and federal programs. The final step in the process is to link K-12 education data to other state data systems such as higher education, pre-K, foster case, health, criminal justice, and social service systems. California should start planning the process to link the systems now.
