An environmental assessment will be conducted on the three identified sites. The Water Department plans to make a site recommendation to the City Council in 2011 and acquire the land by 2012. The City Council has the final say on land acquisition. Based on the 2010 Wastewater System Master Plan and information and ongoing evaluations of growth, the Water Department will decide when to actually file an application for a discharge permit with the Texas Commission on Environmental Quality. This process to obtain a permit usually takes two to three years to complete and requires opportunity for public comment at certain points in the process. Once a permit is obtained, the design phase would begin. It will take another three to four years to do the design engineering, bidding and construction. The Water Department has committed that during the design phase, it will organize another community advisory committee of specific neighborhoods and property owners in the immediate area of the plant
