What are the starting points for a successful low-income housing program?
A primary requirement is the unequivocal support and commitment of local and national governments. Governments play critical roles in assuring that property titles are secure, that effective enabling laws and regulations and a favorable tax environment is in place. Local businesses and institutions — employers, unions, pension funds, banks — must facilitate the process. Finally, the financial system and capital markets — assisted by modern information technology and methods need efficiently to fund, originate, service and, with a substantial primary loan book, to securitize housing loans.
