The specific rules governing this is found in the AURA-NSF Cooperative Agreement, AST-0132798, CLAUSE 9 and 10. Clause 9 governs property in the US and Clause 10 governs property in Chile. In general the Minimum Capitalization Requirements are found in Paragraph 4 of those two Clauses.
