All smoking shelters that have a roof (permanent or temporary) must have at least 50% of the sides open at all times. It must not have any temporary covers that can be closed during bad weather which make it more than 50% enclosed. This definition includes other structures that serve the purpose of walls and constitute the perimeter of the premises.
