What are the rules in converting from other state programs?
In accordance with federal regulations, funds can be converted from one state program to another for the same beneficiary as long as a previous transfer has not occurred within 12 months from the date of the transfer. A state to state transfer can also be done in coordination with a change of beneficiary. Each state has developed its own guidelines for how it treats withdrawals from its program. These guidelines may or may not be the same as the federal guidelines and should be reviewed on a case by case basis.
