What are the rules for who controls a surname?
Basically the rule for data competition is that those people who first put in the largest number of names in a surname collection which have the highest quality standards are going to be the ones who control that surname when it comes time to activate the pay-per-view feature and related payments. If it turns out that there are multiple people who need to cooperate in creating one descendent structure for a particular surname, it will be up to those people to negotiate their own terms on who receives payment. At this point, the lowest level the system is programmed to track is the same-surname descendency in a particular submission space. Since these particular collections of names in a descendency are not likely to be much larger than 5000 or 10,000 names, that is something which those who are cooperating should be able to work out.
