Basically, a limited-use junior licensed operator may drive at any hour but may NEVER drive alone. A “fully” licensed driver must always be in the vehicle. The licensed driver must be a parent, guardian, person “in loco parentis”, or a person over 21 years old who has been designated in writing by your parent, guardian, or person “in loco parentis”.
