EU rules state that a dog should have a microchip implanted, be vaccinated against rabies (this is valid for 12 months!) and needs a certificate of good health, in order to import it into the EU (though -from our discussion with the Luxembourg Customs authorities, and because of the absence of any frontier controls- it appears that there is no control on these regulations). It is worth pointing out that you will need to visit a vet in Luxembourg, shortly before your departure, in order to be able to re-import your dog into the UK.
