A range of typologies indicate that payroll services can be used to facilitate money laundering and/or the financing of terrorism. The following circumstances may indicate a risk of money laundering or terrorism financing in connection with such services (28): • client provides the physical currency used to prepare the payroll • frequent and substantial changes in the value of payrolls • frequent changes to the names and values for individual payroll envelopes.
