What are the retailer-wholesaler arrangements under MBC?
It is expected that registered service providers intending to provide an MBC Service by reselling a wholesale service provider’s service will come to an agreement with the wholesale service provider to share the MBC incentive payment. To be eligible to receive a proportion of the incentive payment, the wholesaler must also register with DCITA as an MBC wholesaler. Where an MBC wholesaler upgrades its infrastructure allowing an MBC Service to be supplied, but which results in a non-registered Internet service provider supplying a service to an Eligible Premises, the MBC Wholesaler will be entitled to claim 70 per cent of the incentive payment that it would have received if the Internet service provider had been a registered MBC Service Provider. In making such a claim, the MBC Wholesaler will still need to provide sufficient information to DCITA to allow it to determine the eligibility of the location of the Customer’s premises and that an MBC Equivalent Service is being delivered.
