What are the responsibilities of a lead State?
The lead State performs or contracts for the research and performs the administrative functions of the project. The contracting laws and regulations of the lead State will drive and govern the actual selection process. As the process owner of the project monitoring activities, the lead State must ensure project partners receive all project reports and deliverables in a timely manner. All reports must be made available on the pooled fund website to provide a broad availability of the reports. Additionally, project information maintained on the pooled fund website should be regularly reviewed and updated as deemed necessary.
