The Regulation of the Teachers Council of Thailand on Professional Practice License (2004) Clause 5 enumerated the qualifications and prohibited characteristics of the applicant. In summary (rephrased): Qualifications: a. 21 years or older b. education degree or with education units ( from 18-24 units) c. pass the 20- hour Training on Thai Culture and Language, Professional Standards and Code of Ethics d. application form ( the application form contains other required documents) Prohibited Characteristics: a. improper behavior or immorality b. incompetent or quasi-incompetent c.
