What are the requirements for Non Vessel Operating Common Carriers (NVOCC)?
– NVOCC’s must have a standard international carrier bond in order to transmit their manifest data (separately). – An NVOCC that will file with Customs electronically will be treated as a Carrier. – NVOCC’s that do not file with Customs electronically have to use a Carrier or another NVOCC or a special service bureau to file their manifest details electronically. – NVOCC’s that will file with Customs electronically have to report their Carrier of choice as “Second Notify Party”. In case of a cargo hold, the Carrier is automatically informed. Responsibilities and Liabilities – The Carrier is responsible for transmitting the complete import manifest data to U.S. Customs latest 24 hours prior to the vessel loading in the foreign port. – The Shipper is responsible for the correctness and timely submission of the required information to the carrier or its agent.
