There is nothing that can be done to plug the hole immediately. Basically, it wouldn’t be there if there weren’t lots of chemicals in the upper layers which destroy the ozone about as fast as it is reformed by the radiation of the sun. The Ozone Layer is a rather thick layer of thin air which gets lots of ultraviolet light. This ultraviolet light will cause ordinary oxygen to react with other oxygen forming ozone, which in turn gets destroyed by ultraviolet light but forms ozone with other oxygen molecules. It is not a stable composition but a dynamical system, relying on recombination of molecules. By introducing halogens into the air layers forming the Ozone Layer above the poles (which is at 8 to 10km, a lot lower than above the equator which is at 18km, because of the better shielding effect of the magnetosphere away from the poles), this chain of association and dissociation gets to a full stop when a halogen atom offers itself as a partner for a destroyed ozone molecule.
