It depends on why pulsing is required. In LED arrays where LEDs share a common anode/ cathode line, LEDs are pulsed because timesharing (an LED is ON for a certain period of time only) is required for operation. For e.g. an 8×8 LED tile is multiplexed at a 1/8 duty factor (DF) because there are 8 common lines. Of course, DFs smaller than 1/8 can be used – 1/ 16, 1/32, etc. – but that will lower light output considerably.
