The surface is dirty or greasy, the wrong glue is used, or the glue is used incorrectly. While the surfaces don’t need to be spotlessly clean, visible dirt needs to be removed and the label directions followed. PVA and solvent glues work by sinking into the surfaces of the articles being glued and actually forming a physical bond to lock the pieces together. If something prevents this from happening, then the pieces won’t stick together.
