• Presidential Turnover Ceremony? The Blacker Presidential turnover Ceremony as practiced from at least 1990 to the 1996 has been fairly consistant. The old president stands up and gets everyone’s attention. Note: He/she does not ring announcements. Usually they are wearing one jacket or the other.
