Are you talking about installing cavity wall insulation to a timber framed house that is already built? If so you are making an error as there is no cavity in a timber framed house, the brick or block work is built tight to the timber frame, it is the timber frame that is insulated at the time of manufacture or erection. Insulation is placed between the studs of the timber frame before the inside is plaster boarded. Most timber framed housing is fairly new and should be adequately insulated at the time of building. If you feel that your insulation is inadequate you should consider dry-lining your external walls with an insulated plasterboard. Also check your loft insulation which should be at least 200mm thick.
