Pros: Very experienced; as chairman of Senate Foreign Relations Committee, shores up Obama’s weakness. Cons: Loose cannon; “a persistent tendency to say silly, offensive, and off-putting things.” His long tenure in Washington undercuts Obama’s message of change.
