There are many issues facing less developed countries 1) availability of fuel 2) a fuel distribution system 3) repair facilities for vehicles 4) paved roads 5) power infrastructure 6) education 7) laws These are just a few of the issues facing less developed countries. And this is only for ground vehicles. There are additional issues with air transportation. Many poor countries use their rivers as highways and even here, the lack of fuel and distribution systems does limit the availablity of fuel.
