What are the planning regulations and issues surrounding extending into roof space of a Brentham Property? Are planning applications required for internal alterations?

Planning applications are not needed for any internal alterations unless a building is listed. If you want to add a dormer window or roof lights you must apply for planning permission to alter the external appearance of the house, as Brentham is an Article 4 Direction and Conservation area. There is no fee for submitting a Planning Application. Any building work must comply with Building Regulations. The Conservation Officers welcome the chance to talk over ideas, e.g. with photos, so do ask them for help. Some applications for roof lights do get approval, although the Design Guide doesnt actually favour roof lights a suitably designed dormer window on an appropriate scale would be preferred. On conservation grounds, the roof light should be flat within the roof and opening outwards (not projecting, so not Velux).
