Effective March 31, 2011, Visa and MasterCard has mandated that the liability in a case of cardholder or merchant credit card fraud will shift from banks to payment processors. To help mitigate their financial risk, payment processors will in turn pass long liability to merchants in the form of increased transaction fees and chargebacks.
