• Applications are divided into two categories: E-Z PAR and Comprehensive PAR. Outside of the PAR process, proposals which involve minimal changes to licensed programs do not require submission of a written application; however, notification to OMH and the county are required via MHPD (Mental Health Provider Data Exchange).
