Gallagher, of the Portland Press Herald, explains how it works. “SCRAM… takes a reading once an hour by ‘inhaling’ a sample of air just above the wearer’s skin and checks via infrared beam for any obstruction. Once a day, the hourly data is downloaded via modem and analyzed. Any positive reading triggers an alert… The wearer’s parole officer or court administrators have access to the password-protected information.” Basically, if the person drinks, then the parole officer knows that they drank, and the alcoholic receives due punishment.
