What are the observatory and restricted levels used for?
Things can get a little dodgy near the rift, so the old observatory is used to detect and promptly collect new arrivals, as well as do some of the scientific work that requires closer contact with the rift. The basement level of the Center is used for further study of the rift, its effects and how to control it. The ground level is where all government, scientific and military employees may access the building, and it is the base of operations for government officials. The laboratory is just what it sounds like; this is where scientists study the population of the Center, from sociological to physical observation and experimentation.
