The troops are very restricted in peacekeeping missions. For instance many are not even armed, those who are are not permitted to even defend themselves in most cases without permission from higher ups let alone keep the peace in any measurable way. Once the local criminals and armies recognize this inaction on the part of the peacekeepers, you end up with a situation like Rwanda. The UN peacekeepers stood by while genocide happened because they were not allowed to intervene in any way. Peacemaking is dangerous, and this makes it unpopular with the bleeding heart aspect of the public back home. Most of the troops support this type of mission if they are being well led and properly deployed, but the people at home pressure the politicians which leads to the troops being used in a political manner instead of a military manner.
