The user must have permission to “CREATE SESSION” (which lets them connect to the database), and permission to “SELECT_CATALOG_ROLE”. SELECT_CATALOG_ROLE is a pre-defined role in Oracle which enables the grantee to select tables and views in the database dictionary.
