Living allowances paid to members of the military, clergy, or others means actual cash paid or the cash value of a benefit provided for living expenses. For example, clergy often are provided with a parsonage in which to live. The cash value of the rent that would be paid for the parsonage plus any utility costs paid on behalf of the clergy’s family is their living allowance. Military personnel often receive actual payments (paid in addition to their regular salary) for living expenses. The cash or the cash value is considered untaxed income to the family.
